Regulation of the Seventh International
Children’s Art Festival in English and Children’s Creativity
”The World in Children’s Hands”

The festival will be held in Balchik, Bulgaria from  04.07.2015 - 10.07.2015 
Balchik is an ancient, picturesque town situated on the Black Sea.


Festival Motto: ”We come from different cultures and celebrate diversity. 
This is our wealth. We are united and live together. This is our strength.”


The festival is organized by:
Municipality of Balchik: Education and Humanitarian Activities Sector Cultural Centre of Balchik
The headmaster of a private English school Svetlana Atanasova

Goals and objectives for the festival:
1. To develop a cultural connection through usage of the English language.
2. To arouse the interest of students with the English language through their creative skills and talent.
3. To give teachers the opportunity to share their collective teaching experience and
4. To give students the opportunity to share their experiences and passion for English learning.
5. To familiarize students with the culture, literature and history of England and English – speaking countries.
6. To have students to get used to be creative with English through drama.
7. To build and strengthen English fluency for participants through performance.
8. To show relevant to the age of the students level of English through the means of language.
9. To motivate students to improve their level of English.
10. To inspire participants by letting them express their creative talents and to work in a team.
11. To acquaint participants with culture and traditions of other peoples.
12. To develop participants sense of beauty and harmony.
13. To develop and cultivate tolerance and friendly towards different cultures.
14. To develop and create relationships with students from other countries.
15. To familiarize teachers and children with new tendencies and styles in modern choreography.

Eligible Participants for the festival:
Children`s groups who study English as a foreign language in state or private schools .
  Age of the participants: 1st category – from 8 up to 11
                                    2nd category - from 12 up to 14
                                    3rd  category - from 15 up to 17

Nominations – 1. Drama art 2. Vocal skills 3. Recitation 4. Choreography 5. Folklore 6. Drama Art in Native Language


Contents:
1. Participants must perform extracts from works of literature of English or English - speaking peoples; sketches, anecdotes or fairy tales Plays can be in literature – musical, drama or another form. Participants can use vocals, dances, light and sound effects, and technical equipment. The performance in native language has to be complete work up to 45 minutes.
2. An English song can be performed by a soloist.
3. A poem or an extract of an English literature work can be also performed by a soloist.
4. Choreograpy
5. Folklore - the maximum time allotment – no more than 7 minutes. Peoples. Cultures. Traditions. Traditional cultural features of the dances must be presented by short comments, reviews or presentation in English.
The maximum time allotment for the play no more than 10 minutes. Time for preparation - 5 minutes .

Assessment criteria for participants :
- Correct pronunciation and intonation
- Language knowledge and use of English in accordance with the age of the  participants
- Degree  of play emotional effect on the audience 
- Artistry
- The participants have to show the whole development of the characters and taste for art
- Professionalism
- Originality of the plays
- The performances must be in accordance with the project
- Vocal skills of  soloists.
- Artistic value of the dance composition
- Level of dancers technique
- Originality of the dance.

Awards for the participants:
There will be a first , second and third place for each category. Each participant will receive a certificate of participation and a souvenir.


During the festival each group must take part in:
- inauguration of the festival
- competition
- festival activities
- preparation of the events, devoted to culture of different countries
- appointment with the mayor of the town
           
Organizational requests:
Organizations and teachers must be responsible and chaperone their participants. Organizations, teachers, and students will be responsible for accommodation and food expenses. All the participants must be insured during their traveling and stay abroad.  
Students must be chaperoned by an appropriate number of adults to guarantee the safety of the children. 

Preliminary Festival Schedule:

- 1st  day - 04.07.15 - Participants arrival in Balchik, Bulgaria. Accommodation.
- 2nd day - 05.07.15 - Inauguration of the festival. Performance rehearsals. Disco.
- 3rd day - 06.07.15 - Competition from 10:00 h
- 4th day - 07.07.15 - Competition from 10:00 h
- 5th day - 08.07.15 - Competition from 10:00 h
- 6th day - 09.07.15 - Free time for going to the beach and relaxing Children's party - day of friendship.
- 7th day - 10.07.15 - Closing ceremony of the festival. Awards to the winners and participants.
